El ya fallecido escritor uruguayo, Eduardo Galeano, cuya ausencia se siente profundamente en la literatura latinoamericana, nos legó un libro titulado “Patas arriba: la escuela del mundo al revés”.
En esta obra, Galeano aborda desde una perspectiva crítica y una narrativa envolvente los problemas, paradojas y contradicciones del mundo contemporáneo. Un mundo en el que al parecer la contradicción es norma, y el cual todos los días podría sumar al libro un nuevo capítulo.
Esta semana, de forma particular, fuimos testigos a través de los medios y redes sociales de una contradicción enorme, protagonizada por Gustavo Bolívar, director del Departamento de Prosperidad Social (DPS), quien afirmó que los subsidios otorgados por la entidad debían ser eliminados a razón de que no sacan a la gente de la pobreza; en su lugar, según él, había recibido la orden presidencial de convertir a los pobres en prósperos empresarios.
Es decir, el novelista, aunque quizás no sea consciente de ello, repite un argumento comúnmente utilizado por la ultraderecha en el mundo: “el pobre es pobre porque no trabaja”. Sucumbiendo al credo hípercapitalista de que todos podemos, si nos esforzamos lo suficiente, convertirnos en prósperos empresarios, como diría la canción de Ali Primera: “es fácil tener un Mustang”.
Bolívar, el director de la institución, cuya misión es promover la inclusión social, incurre en varios errores al evaluar las políticas de Transferencias Monetarias bajo su propio criterio. Aunque estas políticas no están destinadas específicamente a enriquecer a los pobres, sí tienen un impacto positivo en sus condiciones de vida, especialmente en términos de salud y educación, beneficiando así a las generaciones futuras.
Nunca esperé que este tipo de propuestas surgieran del primer gobierno de izquierda en el país. Estas ideas se asemejan más a las de economistas ultra-liberales como Milei, quien aboga por retirar todo tipo de ayudas y dejar que el mercado resuelva la discrepancia social a través de una especie de Darwinismo, que a las de aquellos que se declaran demócratas y defensores del pueblo, pero ignoran las condiciones estructurales de la pobreza misma.
Espero que el director-novelista, cuya obra más conocida es “Sin tetas no hay paraíso” y que probablemente no ganará un premio Nobel por ello, deje en el olvido la propuesta de eliminar los subsidios, los cuales, según todas las evaluaciones técnicas, han contribuido gradualmente a sacar a familias enteras de la pobreza. Así como olvidó su eufórica promesa de transmitir en Facebook Live todas sus reuniones una vez posesionado en la entidad, acción que no contribuiría en absoluto a resolver la pobreza del país, pero que sin duda contribuiría a su entretenimiento.
